Minibus depot plan for axed recycling centre

PLANS have been submitted to recycle a mothballed waste site in Rufford by using it as a minibus depot.

Lancashire County Council is proposing to use the former household waste recycling centre on Station Road, which closed last year, as a base for its Travelcare service, with parking for the minbuses used by the service, a car park for staff, and training facilities provided in portable cabins.

In a planning statement submitted to West Lancashire Borough Council's planning department, the county council said: “The proposed use of the former household waste recycling centre as a Travelcare minbus depot would have less impact in terms of traffic generation and noise impact than the last authorised used had.

”Traffic movements wil tend to be staggered and will, in any event, have less immediate or cumulative impact upon the amenities of the occupiers of houses fronting Station Road than the previous volumes of traffic did when the household waste recycling site was in operation.

The county council also argued that the site will have less of a visual impact than the recycling centre did, although it did concede that due to its location, near the River Douglas and the Rufford branch of the Leeds and Liverpool Canal, it had a high probability of flooding.

The recycling centre closed in March 2011 as part of a county council drive to cut costs, and has been vacant since. Rufford residents now have to travel either to Burscough, 4.4 miles away, and Skelmersdale, 7.9 miles away, to recycle their waste.

The Travelcare service provides specialised transport services for adults and young people with disabilities, although it is not connected to West Lancashire's Dial A Ride services. The Travelcare buses used in West Lancashire are currently stored at Maybutts Haulage, based in Burscough.
